The petition is filed by Harry Wooding, as mayor of the city of Danville, against Honorable Henry C. Leigh in his official capacity as judge of the corporation court of that city. It prays that a mandamus be issued commanding the defendant to enter an order calling an election at which there shall be submitted to the qualified voters of the city of Danville the question, Shall bonds to the amount of $2,225,000 be issued by that city for the purpose of constructing a municipal hydro-electric plant at the Pinnacles of the Dan river, in Patrick county, Virginia, and a transmission line and other facilities incident thereto?
